5G and the Use of 4G in New Law Reform Projects

The Rwanda Utilities Regulatory Authority (RURA) has announced that it is preparing reforms to the law governing media and telecommunications in Rwanda to align it with new technological advancements such as 5G communication and 4G-based calling (VoLTE).

This was revealed on August 22, 2025, during discussions between RURA officials, leaders of telecommunications companies, lecturers, researchers, and students at the University of Rwanda, College of Science and Technology.

RURA’s Director General, Evariste Rugigana, emphasized that universities must play a key role in technology-related decision-making since they possess the research and expertise needed to inform modern legislation.

Similarly, the Vice Chancellor of the University of Rwanda, Dr. Didas Muganga, stressed that involving research institutions in policymaking is essential for sustainable development, as they provide innovative solutions that benefit citizens.

RURA’s Head of Technology, Charles Gahungu, explained that the new law will improve the regulation of telecommunication services, especially those not fully covered by existing legislation.

Leaders of telecommunication companies, including MTN Rwanda’s Ali Monzer and Airtel Rwanda’s Emmanuel Hamez, noted that investments in 2G and 3G services should be reduced, with more focus placed on 4G and 5G technologies, which have a more promising future.

CanalBox CEO, Aimé Abizera, added that all stakeholders must be involved in the new planning process to ensure that fast and affordable internet reaches all Rwandans.

RURA says the law reforms aim to balance the interests of citizens and investors, ensuring that telecommunication development is driven by modern technology without compromising service quality for users.
